Student Administrative Transfers

Students in Newport News Public Schools are assigned to schools based on their home address. Administrative transfers allow families to request assignment to a different school in limited circumstances defined by School Board policy. Approval is not guaranteed.

Eligibility

A transfer request will only be considered if it falls within one of the following categories. Documentation is required for most categories.

  • Medical or Psychological
    A licensed provider's report documenting why the student cannot attend their zoned school.

  • Employee's Child
    NNPS employee's child transferring to the school where the parent is assigned; employee must be an NNPS resident.

  • Military Installation
    Student residing on a military installation or in military housing; housing documentation required.

  • Safety
    Student who has been a victim of a crime and the perpetrator attends their zoned school; police report or court order required.

  • Childcare (K-5)
    Transfer to accommodate childcare near provider's address; childcare contract or signed caregiver statement required.

  • Sibling Already Enrolled
    Sibling currently attending the requested school.

  • Continuing Student
    Current 5th, 8th, or 12th grader already enrolled in the requested school.

  • Program Not at Zoned School
    Specific program the student seeks is not available at their assigned school.

Good Standing Requirement

Students must meet all three good standing criteria at the time of application and each year at renewal. Transfers may be discontinued if a student no longer meets these standards.

  • Fewer than 10 absences (excused or unexcused) per school year
  • Fewer than 15 unexcused tardies per school year
  • No more than one Level 3 or higher disciplinary offense, and no more than three Level 2 offenses per school year

Application Window and Process

  • After Spring Break (April)
    Application Window Opens:
    Submit through ParentVue with all required documentation.

  • Last Day in June
    Application Window Closes: Late application submissions will not be processed except in exceptional circumstances.

  • Early August
    Families notified by mail:
    Approval is based on eligibility, good standing, and available capacity at the requested school.

Administrative transfer decisions are final. There is no appeal process.

What Families Should Know

  • Transportation
    Transportation is not guaranteed. Students may use available bus routes, but no special routing will be arranged. Families are responsible for transportation if no route is available.

  • VHSL Eligibility
    Per VHSL rules, students who transfer within the city without a change of address are ineligible for VHSL activities for one calendar year from the date of enrollment.

  • Automatic Renewal
    Approved transfers renew automatically each year as long as the student continues to meet good standing criteria.

  • Exceptional Circumstances
    Applications outside the standard criteria may be considered in extreme cases affecting student safety. These require a principal conference and approval from the Chief Schools Officer.
