Job Summary:
Position is responsible for performing the full range of professional duties required to plan the collection, analysis, and interpretation of demographic and economic information used to project short- and long-term trends in school population and enrollment, provides data to support attendance area adjustment studies, and performs related duties as required or assigned.
Minimum Qualifications:
Any combination of education and experience equivalent to a bachelor’s degree (master's degree preferred) in urban planning, statistics, or a related field with course work in statistics and/or quantitative analysis, plus five years of progressively more responsible experience in demographic analysis. Experience with, and ability to effectively use, automated statistical and data analysis systems such as GIS applications, Access, SPSS, and large database manipulation and interpretation. Can demonstrate knowledge of the theory, methods, principles, and practices of demographic analysis with particular reference to school population trends and projections; ability to analyze, interpret, and evaluate complex statistical and demographic data to develop trends and projections; ability to communicate effectively, both verbally and in writing.

Essential Duties:
Generates student membership projections; analyzes student membership and school capacities to determine building utilization levels; chairs Building Utilization Committee meetings. Tracks and analyzes school attendance boundaries; collects, analyzes and interprets data to support a variety of school planning functions including housing estimates, forecasts of general education and special program memberships at the individual school levels for different time periods in the future; makes attendance zone recommendations; provides membership data for small areas as needed to support attendance area adjustment studies. Prepares reports on proposed new developments; collects, analyzes and interprets data to support a variety of school planning functions including housing estimates, forecasts of general education and special program memberships at the individual school levels for different time periods in the future. Creates and maintains student generation multipliers for residential housing types. Maintains a computerized geographic information system and produces demographic analyses. Evaluates reliability of source information and degree of accuracy of projected estimates, adjusts and weighs raw data and organizes results into format compatible for analysis; analyzes and interprets statistics to identify significant differences in relationships among sources of information, and prepares conclusions and forecasts based on data summaries. Enters and updates statistical data into computer system; develops and prepares queries for specialized demographic reports; presents numerical information via graphs, charts, tables, and reports; describes sources of information and limitations on reliability and usability. Maintains current information on demographic, economic, and current development trends. Completes special projects; compiles and transmits information related to growth and student population. Responds to demographic inquiries from federal, state, and local officials and the general public; and provides technical assistance to demographic data users. Models nondiscriminatory practices in all activities.
Other Duties:
Initiates and maintains effective liaisons with other school divisions and professional societies to maintain a current knowledge of developments and research in the profession. Performs any other related duties as assigned by the Director of Accountability or other appropriate administrator.
Target Date of Employment: 2008-2009 School Year
Salary: Pay Grade 43, 245 days. Salary range starts at $58,628.
